Catholic Education Proposal
The Council is consulting on a proposal to reorganise Catholic Education Provision in Flintshire.This proposal forms part of a strategic approach for Catholic education in Flintshire initiated by the Catholic Diocese of Wrexham (“the Diocese”). Lead by the Diocese in partnership with the Council, it responds to a range of significant challenges currently affecting the Catholic sector locally. The aim of the strategy is to provide clear, long‑term direction and to secure a sustainable, robust and high‑quality Catholic education offer for children and families in Flintshire, both now and in the future. This proposal is focused on:
- Reducing the number of surplus places which diverts resources away from frontline delivery to pupils.
- Improving the learning environment of some schools.
- Strengthening school leadership arrangements so every pupil benefits from a high-quality education offer.
- Providing a full curriculum offer for children from age 3 -18.
- Further developing Welsh education within a Catholic context.
- Maximising the financial investment available from Welsh Government through its Sustainable Communities for Learning Programme
The proposal developed by the Diocese provided the Council with an opportunity to review the Catholic education provision in Flintshire. The Diocese presented its proposal to the Council and requested support to administer the consultation process.
The Council proposes to:
- Close St Anthony’s Catholic VA Primary School in Saltney, which will cease to operate by 31 August 2027.
- Amalgamate St David’s Catholic VA Primary School in Mold, St Mary’s Catholic VA Primary School in Flint and St Richard Gwyn Catholic VA High School in Flint.
- Amalgamation would see:
- the individual schools close by 31 August 2027
- a new amalgamated English medium 3-18 Catholic Voluntary Aided school, with a new name and school number, open 01 September 2027
- the new school operating over the three current sites until such time a new school building is constructed (anticipated 01 September 2030)

The consultation period will open on Tuesday 16 June 2026 and close at 11.59pm on Wednesday 29 July 2026.
